Actually there are two Tulip Hotels in Rotterdam, so it does depend on which one you are staying at in order to give you the easiest route (but one Golden Tulip)

Either way, public transport is the best route as by taxi will cost a fortune (and the traffic on the roads in & out of R'dam at peak times are incredibly busy)

For both hotels you need to take the train from Schiphol Airport.  The train station is in the arrivals terminal.  You can buy a ticket from the yellow ticket machines or from the booths closeby.  Then downstairs are the platforms

Trains leave every 15 mins or less.  Take the train (platform may vary but is usually 5-6 and the "heading"of the train also varies, but you will see Rotterdam listed underneath on the overhead sign)

Get off at stop "Rotterdam Central Station" - train usually takes about 40-50 mins

The now you can take a taxi which may be easier as there are different metro/trams which can take you there e.g. (metro)tram 8 heading "spangen" and get off at stop metrostation leuvehaven (takes about 7 mins)
