  1. A solar eclipse actually reduces communication noise in the moon-shadow.

    Aircraft flying in moon-shadow (or earth-shadow) will experience the same noise reduction.  Outside the shadows, the noise will be "normal". Nothing is happening on the sun during the eclipse to result in any changes.

    Your question on uplink and downlink frequencies is a little confusing.  They will be unaffected by an eclipse except as described above.  I THINK uplinks and downlinks utilize single-sideband technology, meaning both would have the same carrier frequency.  I wouldn't make any large wagers about this, though.
