I don't exactly understand your question but I think I might be able to help you understand a little more about florescent lighting so that you can ask the right questions.  Lumen's are the measurement of light a lamp puts out.  Watts are the amount of power a lamp consumes.  Efficiency is how effective the energy is used to produce work...in this case, "work" would be "lighting".  Let's talk about Compact Florescent Lamps.  They produce the same amount of lumens, if not more, than an incandescent lamp but CFL's use less watts to run than incandescent lamps.  A CFL that is comparable to a 40 watt incandescent only uses 9 watts, one that is comparable to a 100 watt incandescent only uses 26 watts.  So.....CFL's roughly use 1/4 of the watts that incandescents do but still put out the same amount of lumen's, so they are more "energy efficient".
