What is the exact process of mortgaging a property in the game Monopoly?

There seems to be a disagreement in the way mortgages are handled in my family and I would like the official version of the rules clarified in as simple and clear terms as possible.

  1. As far as I know:

    1) Only the owner can mortgage a property.

    2) The owner must declare that the property is being mortgaged,

    although, this is usually obvious.

    3) The bank loans out the mortgage money, officially, not another player.

    4) The title-deed card is turned from the colored side listing rent amounts, to the mortgaged side that lists the cost price and mortgage value of the property.

    5) The owner of that ONE particular property can no longer collect ANY rents from it.  This does not affect any other property the player owns.

    6) All houses and or hotels must be removed from the property before it can be mortgaged, and those houses and hotels must be sold back to the bank, wherein any other player can then buy them.

    7) You un-build in the opposite order that you built, so if there are not enough houses left in the bank to go from hotel, to 4 houses, to no houses, you will lose more money on the surrender than otherwise.  Do the math, you will see.  Hotels and houses are, I think, sold back at 50% of their cost value.

    8) You must remove ALL buildings from ALL the properties in a set before you can mortgage any 1 of the properties in that set.  This does not affect your other sets.

    9) When you un-mortgage a property you repay the loan to the bank, along with 10% "interest".

    10) The mortgage value tends to be 50% of the purchase price.

    11) If you have certain "house rules", or "family rules" that you want to use during the game, outside of the official rules, they must be declared before the game starts...

    12) There are several books on Monopoly that are available, but I do not recall any othe titles.
