im not exactly sure but i know that currently a guy broke a world record in Jamaica for running 100m in 9 secs.

100m in 9.72 (current world record) requires an average speed of 23.02 mph.  

200m in 19.32 (current world record) requires an average speed of 23.16 mph.

However, due to the start,  the top speed is actually faster.

According to the above article, the absolute top speed of Maurice Greene when he set the former world record of 9.79 was 11.8 m/sec or 26.4 mph.  Somewhere around there is probably the top instantaneous speed for a human.
