What is the fastest orbital maneuver?

Fuel is not a factor.

Would it just be a constant thrust toward the target?

  2. The fastest would still be to swing around the orbits of planets. You see, the weight of the fuel slows the maneuver, so if you add more weight (hence-fuel is not the factor, meaning you can get enough) then it slows it down.

    If they had electric solar powered engines that got it out of the earth's atmosphere without fuel then the fastest would be a straight shot.
