What is the fastest to get to U.S after married a U.S citizen at out of the country?

It's difficult to get a tourist visa and so. After married, which way is faster? Shall wait to get the P.R or shall go to U.S first? Is there anyway and how?

I am married to a U.S citizen,last year I wanted to visit the US and I was refused a visa for no right reason, the woman who attended to me, was just hall on earth, she was just asking me silly question,that why do I marry a man older me, that was the only reason she rejected my application, than she told me that I have to be marry with my husband at least for 2years. any way it depend on the person that attend to u,  some are very easy and nice, why some are jealous and greedy.
