Here is the trick.

You have to cash out $10,000 in 5 days, what is the fastest way to cash it from a debit card that link to bank account?

If it is a visa or mastercard then most banks will do it even if not issued from their bank, depending on which they deal with, as some banks only deal with visa and some only with mastercard.  If it is not a visa or mastercard, good luck using it at any location.

This sounds way fishy to me.  Are you doing this to help someone out?  Call your local police non-emergency number and ask about this.  If it's a scam, they've probably heard of it and may do an investigation.  Do not tell the others involved that you're doing this.

I've seen people try to help others by cashing checks, certified checks, etc. and get scammed.  You will be responsible if this is a scam and good luck finding the others involved.  They are usually long gone, so you're stuck.

Ask yourself why they don't just do it themselves?  If they are legitimate, they won't have a problem.  Please be careful!!!

If you were the actual account holder, and needed the cash, you could just go to the bank and withdraw it in person.
