What is the fastest way to cash this bad check? ?

I received a bad check for about $ 9000 for the services I provided to a business, check bounced for not having sufficient founds; The persons says that he'll pay, I see though no signs of any future payment. I am thinking of hiring an attorney or a collection agency, besides I talked to local police they told me that i have to send him a certified letter if I do not hear from him within 10 days they'll act.

Please let me know what to do? Hire an attorney or collection agency ? which one is less time and money consuming?Or do you know any better way?

Listen to what the police tell you. Kiting checks is a crime and that is the main way to get this guy's attention. As to the quickest way to get your money? There is none. You've done business with a deadbeat. Nobody writes a check for $9,000 and doesn't know it will not clear. He knew and wrote it anyway. He is a cad. You've done business with a cad and it will be a long journey before you see any of your $9,000. Good luck.

Writing a bad check is fraud.

Do what the police tell you to do first. That starts the documentation you may need later and will certainly get his attention.

Send a letter, 1 certified, 1 regular and just say "enclosed please find a copy of your check which was returned due to insufficient funds. If the said amount is not received within 10 business days, other actions may be taken". Make sure you make a copy of the letter. If the certified  letter  is returned unsigned, do not open it because that's the only proof the letter was sent.
