  1. Call to the embassy and and ask for an early date.

  2. Check out http://toronto.usconsulate.gov/content/c...

    According to the consulate website:

Visa applications are by prior appointment only weekdays. We are closed on U.S. and Canadian holidays, and weekends. Make appointments only at www.nvars.com, or by caller-pays phone from Canada at 1-900-451-2778, from the U.S. at 1-900-443-3131, or credit card at 1-888-840-0032 from Canada or the U.S.

Information is freely available on the internet. Do not call our switchboard. Our switchboard has NO visa or consular information. We have insufficient resources to accept telephone inquiries and serve our customers. We take NO responsibility for information provided by telephone. Please check the internet, read carefully the provided information and print it out for your reference.

It currently takes 25 days to get a visa interview appointment in Toronto. You might also consider applying at one of the other consulates in Canada.

edit: If you're familiar with the website, you should have seen this as well:

In certain other, life or death emergencies expedited appointments may be available. Please see Expedited Appointment Request for procedures. Such expedited appointments are very limited in number and their availability cannot be assured.

Short of having a major emergency, there isn't any way to expedite an interview in Toronto. So, as it says, apply early. good advice at most US embassies or consulates, as any number of people here will tell you.
