What is the fastest way to get from Portland to NYC using only trains and buses? (Without flying, driving, or renting a van or taxi etc.) Thank you.

You can take Amtrak:

The "Downeaster" from Portland ME to Boston MA, where you transfer to either the "Northeast Regional" (more stops, cheaper) or "Acela Express" (limited stops, fast train, more expensive) to get down to New York City.

I would recommend taking the train over the bus for such a long trip--  It is MUCH more comfortable by train.
