  1. Start by inquiring whether or not a liquor license will be available from the locality - some localities have limited numbers of liquor licenses and once the quota is filled, you will have to buy a license from a private party - which usually makes the process more expensive.

    from there, almost everything will have to be done in parallel - in order to get financing, you will need a business plan, which will include a projected place of business and plans for the club.  Of course, you will have to show that you have assets to sink into the business (figure a minimum of 10% of the overall cost in liquid assets of your own if not more).  While all this is going on, you will want to start calling around to distributors to see what they need in terms of deposits/accounts to get the liquor.  Same with furnishing folks.  Same with the licensing agencies.  With luck, the bank will approve your financing and business plan and you can get a draw to start the design and furnishing work.

    Start contacting the state agencies that run the employment and tax system to see what forms you need to fill out and statutes you will have to follow (at a minimum, unemployment insurance, workers comp insurance, etc.).

    Then, as your remodeling continues, you will have to be contacting the various state and local inspection agencies - for this you might want a good general contractor - even though it will add to your cost, it may save you money in the long run as a good GC will know when to schedule the inspections to create as little downtime as possible.

    I am sure there is stuff I am missing  - if you plan on serving food, etc., you might contact the National restaurant Association to see if they have any information they can send you as well as teh Small Business Administration.  Also, if your state has a department of Commerce or Industry, they may have some helpful info on starting up a business.  Also, your local Chamber of Commerce and/or Economic Development Agency may be able to walk you through someof the process.
