Those are not resources, they are assets.  Fuel would be classified as an expense and be listed as a consumable.

Uranium supply is limited, especially if we don't use breeder reactors and don't recycle the waste.   Our coal supply will last longer than the uranium supply if we used that solely to produce electricity.
