What is the friendliest city or town in southern Ontario?

The smaller the city the more friendly the people.  I have lived in a few cities in Southern Ontario, and my favorite city was the smallest one I lived in. When I lived in Ottawa people were nice, but there were equal rude people as nice people.  Some people that you smile at while walking down the road look at you like your crazy, where others will nod back.  How ever when I lived in the small city of Belleville everyone was happy all the time.  Everyone smiles at everyone, and when you live just outside the city of Belleville towards the country people even wave.  Even when they are complete strangers, I love small cities just because everyone gets along.  Theres less crime, and the community has more heart.
