  1. As far as i know it is to supply the very high voltage required for it to glow


  2. it is generating very high voltage to ignite the inert gas filled inside the tube light. And, this happens only at the starting after the gas is energised then choke and starter has no role to play, electrical circuit is getting completed bypassing them.
