Well, depending on the phone company, the numbers start from 170 or 177 or 160 (unlike KSA's sole STC). My own mobile number started with +49177xxxx.

If I understand you correctly, you need the country code:  it is 49.

For example, when calling from the States you dial 011-49- phone numer WITHOUT the ZERO upfront.  For the rest of Europe you only dial 0049 and then the tel. number WITHOUT the ZERO.  

This all applies to mobiles, too.  You can recognize a german mobile (cell) tel. number if it starts with 01.  Be careful, roaming costs (basically outside of the countries borders) are still quite high in Europe.
