I think this is a reasonablr question to ask.  And i like european cars.

  But unless you smuggle the dam car into the country you dont have a chance. And I'm not saying this to be a smart guy. It's all politics.

Since the Fiat isn't normally imported it probably isn't certified to meet U.S. safety and smog standards. If it isn't certified you can't import it at any price. Getting a non certified car certified, for import is darn near impossible and extremely costly.
