Any size motorized scooter requires a license.

License to Ride

You'll need to carry a Class L driver's license to ride a moped or scooter, as long as the engine displacement is less than 150 cubic centimeters. You'll need an endorsement for any motor-driven cycle.  

If the cycle is 150cc or less, then it's an L endorsement.  Larger than that and you have to get an M endorsement.

It doesn't matter what size, you will need an endorsement.
