4 ANSWERS

  1. The Supreme Court.

  2. The Supreme Court. More specifically, the Federal Supreme Court.

  3. The Federal Supreme Court

  4. The question is more complex than the other answer would indicate.  The US is made up of 51 different sovereigns, the 50 states plus the feds.  Each state supreme court is the sole arbiter of that state's law.  The only thing which makes the US Supreme Court more powerful is that it interprets the "highest law of the land" namely the constitution.

The US Supreme COurt may invalidate laws on the basis of the federal constitution, but that only has the effect of raising the floor.  Take g*y marriage for example, it is a matter of Massachusetts law that g**s can marry.  The US Supreme court can say nothing about it since it doesn't violates the minimums of the Constitution, and is a matter of state law.
