  1. Aa3 is the fourth highest rating.  Aaa is the highest.  Then it goes Aa, A, Bbb, etc.  They use modifiers for Aa to C.  1 is at the high end of a particular rating, 2 is the middle, 3 is the low end.  So, it goes Aaa, Aa1, Aa2, Aa3, A1, etc.
