What is the historical and political connection between how and why the three laws of motion were created?

There is no political connection between the "laws of motion" and their creation. They were not created they were discovered and documented. The word 'Laws' in this sense refer more to the 'way' in which they exist ad their 'effect', not in the sense of a legalities set by government.

The Laws of Motion were not created so much as discovered and put into words.  I am not aware of how there could be a political motivation to describe that which is shown by evidence.
