Generally, there is a lag time between when the sunlight is most intense and when the air temperature is highest.

On average, the hottest time of the day tends to be around 2:00 PM to 4:00 PM.

This is because (1) it takes time to heat up the air, so there's a delay between the energy input of sunlight and the energy output of heat, and (2) other objects (the ground, water, buildings, plants, etc) radiate their excess heat as the energy input of sunlight starts to decline after noon, adding to the energy output of heat.  This also contributes to the lag time.

However, this is just the average conditions.  Factors such as latitude, wind, cloudcover, humidity, air masses, and humans all can affect the warmest part of the day on any given day at any particular place.
