It is most common in people from russia and other baltic states.

But it can occur in people in the area china quite frequentley.

I have grey eyes and I'm American of Scottish and Welsh descent. Although I've seen them in everyone from people of African to Russian, so it really depends on your genes.

All races have blue iris, even Asians and Africans.  Melanin (a brown pigment) is produced in sufficient quantities as to make your eyes brown, or hair and skin.  Melanin in your skin provides protection against the sun, the more is produced in a person the stronger the effect.  African albinos have blue eyes and blonde hair because they have a mutation which causes them to produce zero melanin.

When your body produces an inbetween amount of melanin, this is responsible for eyes appearing green or gray or varying colors inbetween either blue and brown.  Some of which are common and some of which are rare.  

There is no "Human race," Human are a species.  Just as Dogs are species and you have Poodles and Cockerspaniels and Irish Wolfhounds.  Etc.

You wouldn't say "All Dogs belong to the Dog breed."

Gray eyes have less melanin than blue eyes, even though they are considered a darker shade of blue (like blue-green). They are most common in European Russia, Finland and the Baltic States. Under magnification, gray eyes exhibit small amounts of yellow and brown color in the iris.
