  3. Hawkish is what's used in the U.S.  Dovish is the opposite belief.  A hawk is a bird of prey and the dove is the historical bird of peace.

I'm not sure if I understood your question right, but the closest thing I can think of is Theodore Roosevelt's "Carry a big stick and speak softly."  He advocated military preparedness to avoid war, since people will be more open to negotiating with you and less likely to just torpedo boats full of your citizens (I'm talking about events leading up to the U.S.'s involvement in WWI).
