  1. What kind of impact are you referring to? Environmentally Kyoto wouldn't do a thing for the planet. The U.S. and Europe might burn a little less fuel, Asia would burn more.

Rejecting Kyoto is one of the few things the Bush administration did right. Kyoto is United Nations rubbish. It's all about politics and economics rather than saving the planet. Even if it was based on sound science (it is not) it makes no sense simply because it excempts China and India.

Are the countries that have promised to follow Kyoto keeping those promises? Nope. Kyoto is all for show.

  2. The average American generates over 20 tonnes CO2 per annum. More than double the per person rate in any other country (China 3.2 tonnes).  Bush is subservient to big business and will do nothing to attempt to reduce the impact of US over-consumption on climate change. Whilst it is true that without India and China also playing their part, significant changes won't happen, the Bush effect is to make nobody else willing to try. So in the short term, the effect will be minimal but in the long term mostly due to the arrogance of the American position the effect will be disastrous.
