i mean why i see the tyres of the any vehicle move in opposite direction of the vehicle movement?

Do you mean when you are looking at a film or video? This phenomenon is caused by the relatively slow frame rate of the camera, as against the speed of the wheels. That makes it appear as if the wheels are going backward.
