It may be a Castle Wars special Item, Idk, but if it was with the new graphical update version, they added that gold trim to all helmets of all metals.

It's a Rune Heraldic helm.

You need to go and speak to Sir Renitee in Falador Castle about Family Crests (only if your construction is 20+) and he will randomly assign you one.

Next you will need to hand him 500k to change your family crest to "Money".

Once you've done this head over to Rimmington with a Rune Full Helm in your inventory and find a House of someone with high construction. Look in their workshop for a banner easel and create a Heraldic Helmet.

You can also create Banners and Shields using these easels with a Rune Kite, Bolt of Cloth and a Plank.
