City counselors have a variety of duties.  Most are elected by the neighborhood they represent.  They are supposed to look out for the interestes whether economically or socially for their district.  Many have other jobs besides city counselors such as in either law etc.  However, most of the GOOD city counselors have helped their neighborhoods achieve more funding for libraries, after school programs, and even getting swimming pools built.  Of course you hear about the bad ones.  But most of the good city counselors I know have done  alot for their community.  They also vote on drawing district guidelines etc.  If you are liked then your district re-elects you if not someone else takes your job.  City counselors are elected.  So the more you do for your community the greater chance that you will be elected.
