an embassy represent a country within another territory, it deals with diplomatic issues between countries, a consulate is more a service toward its citizen located within that foreign country, such, as passports renewal , birth certificate, marriages, divorces, things that a citizen would need from his country, therefore a consulate does that , and visa to foreigners who would want to visit that particular country.
