It was a treaty designed to obligate the signees to reduce greenhouse emissions a certain percent in a certain time.  The main flaw, and the reason the Senate voted 95-0 to not ratify it, is the fact that it exempts China (the largest polluter in the world) and India (number 4 and rising rapidly) from the whole thing.
