  1. in most states the landlord has a right to inspect the property with proper notice.  but this is not an everyday occurrence.  she should read her lease to see if it says anything about this.  she should tell him she knows he is doing this.  the other answer about a camera is a good idea.

  2. I would alsolutely read her lease agreement and all the papers she signed.  There may be a clause in there that states that the landlord may indeed be able to do that.  I would think that would be illegal, or that there would be some clause that stated exactly what a landlord would have to do to get in if necessary (if there were complaints, for example). I would also check FL's government website to see what their renter's laws are.

  3. You should tell your friend to get a hidden video camera to obtain proof, then get the locks changed after she calls the police

  4. A landlord in Florida has the right to enter the property to make emergency repairs without notice; to make routine, non-emergency repairs with proper notice; and to inspect the property or to show it to potential, future renters with proper notice.

In Florida's real estate market, your frined can probably find a cheaper place with a better landlord with little effort.  Her landlord has breached the lease if he really is going into the property and snooping through her things.
