What is the least expensive way to ship items from Germany to the USA?

My sister-in-law moved here from Germany and has many belongings in storage from books to clothing, about 5 boxes. What is the cheapest way to ship these to the USA? Do they offer C.O.D, so her family can send them without paying up front?

by boat, seriously. you can ship stuff by boat rather than plane. takes like 6 weeks to get your stuff but it's dirt cheap

Can her family get anyone in the US military to do them a favor?  Have them take it to a US Post Office on a military base and mail it there.  That would be the cheapest.  Of course, you have to have access to the military base first.
