In the UK its 18. I did hear that if an artist tattoos someone knowing they are under 18 they'll be added to the s*x offenders register. At least thats what the editor in tattoo magazine Skin Deep said.

The legal age is 18, To get one under the age of 18 you have to go through the court system which I heard the process can take up to a year, at least if your getting one legally from a reputable shop. if you dont want to do that you can go to some nasty shop and get it done there but i dont reccomend it.
