and do you have to make a big scene and call the police when you file or do you go to the police station the next day and file sexual harrassment or a restraing order in a quiet manner?

Most forms or harrassment are not illegal.  If you feel someone is unlawfuly putting you in fear of bodily harm, you can obtain a restraining order from a court, not from cops.  The order is an order from a judge requiring a person to refrain from specified things, like contact.  Violating the order is  crime.
