What is the legal way to hold an online raffle?

hi i have an idea but i need a place online to do it (free) i've been a member of ebay for along time and i don't think its the best place to do this its to full of c**p for this to get a good response. i want to giveaway some gas gift cards (ie- $100,75,50 good amounts) at maybe $1 - 2 a chance i figure with gas prices its something all of us could use i'm not looking to make a big profit off it or anything does anyone know where or how i could do such a thing ?

You would have to have a license Im sure. And you could only allow residents of your state to purchase a ticket. You would be much better off doing this off-line. Like at a craft or trade show.
