  5. No, CA lifornia  law has not been decriminalized, in my opinion, as you will see from my source link.

    Decriminalization is preferable to legalization. Why is that? Because to presume that the state can tax you for relaxing goes against all logic. Sure, let them issue fines and sentences for harm done, for example DUI accidents. But to require a permit or license means the state has the authority and you have no rights, only the privilege.

    Now, will it? When law enforcement grows a pair, and stops building job security by adding large numbers of jail/prison facilities. When big pharma regards it as non threatening competition to their market penetration.

    Probability; my prediction is 1 in 5, assuming a time frame of thirty years.
