No, it's a type of "Auto-Tune" device.  You can do it with software.  You can record a voice and route it through a program like Antares Auto-Tune and set it to be very picky about the pitch and you can also have it trigger each note with a keyboard.  That way, no matter what note is sung, it should produce the note played on the keyboard instead.  

    Also, there are hardware versions of this for performing live.

    Meldodyne and other pitch correction products are able to have the same effect.
