  2. first they said that it was a 5.6, than it was upgraded to a 5.8, but wa then downgraded to a 5.4 where it is now

    When determining the earthquake magnitude, the motion of the earthquake is taken into consideration. If an earthquake has a side-to-side motion (as this one did), that results in a lower magnitude quake, as opposed to an up-and-down motion. This is because the up-and-down motion feels like the earth is rising and then slamming back down, causing foundations and support columns to fail. But, foundations and support columns can more easily withstand the side-to-side motion.
