OK soo im not really a makeup person but theres this picture of Dakota Rose with really nice make up on.

It's probably just glitter.

Get a bottle of glitter and use chapstick to apply it on.

yah u probably shouldnt do that..

the blue is either primer [try urban decay primer potion] and then blue glitter. or it's blue liquid eyeliner. but i'd say the first one.
