  2. I believe that you're trying to ask what is the maximum force that suction can produce.

    That depends on the pressure differential and the area on which it is acting. For example, 1 psi (pounds per square inch) difference acting on a square foot produces more force than a 50 psi difference acting on 2 square inches.

    The maximum pressure difference can exceed the ambient pressure. At sea level this about 14.7 psi. At 18,000 feet elevation it is about half that. One hundred feet underwater it is about 60 psi.
