  3. This relationship is dependent on several factors to include hull design (length, beam, propulsion, keel design and steering) and cargo. Displacement is not the weight of the vessel, but the "amount of water that is displaced by the vessels hull when in the water". The weight of that amount of water is equal to the vessels "gross" weight to include cargo, passengers, fuel and equipment. There is no hard and fast rule to answer your question of correlation. Ports, canals and shipping channels are aware of their allowable draft requirements. The responsible officers of vessels in the size (<40 ft draft) range you refer to are acutely aware of their vessels minimum draft and height above waterline requirements at all times and under all condition of cargo and equipment loading. If not, they won't be an officer for long!
