What is the maximum amount of people to a 1BR Apt in Houston, TX?

There has been many issues because they are selling food(not to mention the infestation of roaches and throwing trash on my porch) from their home and each adult has a vehicle and they ride primarily in one. There is 5 guys living in a 1br and everyother month, they move in someone else in. The parking is so bad due to the multiple vehicles per household that there is no where to park but in the NO PARKING ZONE. I which ultimately I had my vehicle towed because of the lack of parking spaces. I just want to know is there some sort of law against this because I would like to educate myself before I move forward in sending a formal complaint to the management (whom I think are biased) to address this issue. I have been living here for 6 years and the problem started about a year ago and has gotten worse because I reported my upstairs neighbor(just moved in a month ao) trying to steal my dish and damaged my cables.

  1. If it is an apartment, there must be a lease. Does your lease say anything about "no more than 3 adults" per bedroom, or "limit of two cars per apartment" in any of its provisions? If their lease is the same as yours (likely it is), you can take it up with the apartment manager to enforce the provisions of the lease. They're for the protection and enjoyment of the facilities by the entire community.

    Texas property code (may not apply if Houston has its own):

    § 92.010. OCCUPANCY LIMITS.  (a) Except as provided by

    Subsection (b), the maximum number of adults that a landlord may allow to occupy a dwelling is three times the number of bedrooms in the dwelling.
