50 cc without a motorcycle license or permit...

with a license or permit there is no limit

I got my class 'M' in IL when I was 16, some 20 years ago.  Only thing I had to do was take the approved MSF course.  They are a little more strict these days, but it can be done. In IL, under 18 years is limited to 150cc's.
