  1. There is no real max for agricultural land, bearing in mind that a lot of hedgerow is made up of mature trees, many of which may be subject of tree preservation orders.

  2. to my knowledge there is no maxium legal height limit to a hedge on agricultural land, if you are talking about your property neighbouring a agricultural field that has a high hedge and you feel its depreiving you of light then you may have a case to have it reduced, under council guidelines, if this is the case, first i would personally have a polite chat with the farmer to see if he could flail the hedge, note no  flail cutting can be done between 1st march and 1st september due to nesting birds.

  3. You probably need to clarify this question.

In the central US, there's no restriction on hedge height.  Of course, we tend to think of a hedge as manicured shrubbery and sometimes as natural tree and brush growth in lieu of  real fence.

Perhaps you mean hedge is some other sense, like a man-made fence?

Even so, we don't have restrictions on that, either.  You only find them in communities where looks are and/or safety are a consideration.  On your own property in rural areas, you can have them as high as you want....I've seen them as as high as 10 or 12 feet to contain deer.
