the answer above is incorrect, the maximum number is 24, however there is only 1 race per year that will contain 24 runners, that is the Melbourne cup, arguably Australia's greatest horse race.

the number is governed by federal government, as tab (that's the governments betting agency) only has 24 numbers on the tickets you fill in to place a bet, it also depends on what track the races are at on any given day as some tracks cant cater for big fields, i hope i have been helpfull, please fell free to contact me if you need more info
