What is the maximum number of people allowed in a car with a learner with only a provisional licence?

as many as there are spare seats.

But the person in the front passenger seat MUST be fully licensed, and have been for at least 3? years. And of course L plates must be displayed at all times. And you aren't allowed to drive on the motorway (but you already knew that!)

It depends what state you're in

In New Jersey, you have to have an experienced driver over 21 in the front seat, and only ONE person other than IMMEDIATE family members in the car. For example, you have your mom, dad, brother, sister, and a friend.
