I would take that to mean that you are going to compare the differences in fire resistant capability in two substances that are used inside a building.

An example would be to study the resistance to burning for drapery mounted in a closed room.  

The study might encompass the study of a fully furnished room instead of a single item.

This type of study is common after fire tragedies.  See the Widipedia link for information on the Station night club fire in Rhode Island a few years ago.  The fire burned very quickly due to the poor fire resistant characteristics of the sound insulating foam mounted on the wall.  There were studies done on the burning characteriscs of the foam after that fire.
