  1. In this context, I would say it means leeway, or, room for the propeller to go forward or back.


  2. webster's defines latitude as "freedom from narrow restrictions." Which would seem to refer to the width of an engine ,drive area. The forward and back of the propeller would be rather close. Your designing a boat by book I presume?
