What is the meaning of sending UN envoy to MYANMAR?reconciliation?

Ganbari went to Myanmar for reconciliation.But he did nothing.So anybody tell me what is the meaning of sending UN envoy to MYANMAR?

Myanmar was previously known as Burma. The U.N. recently sent an envoy (an official) to that country to negotiate peace with its military junta. Nothing positive happened -- many say the reason is that the U.S. and its oil corporations rampantly profiteering in Burma have resisted any attempt to replace the repressive military regime with a democratic government.
