  2. There is no meaning. When he said that, he just meant: "Don't look over here! Or you'll know I'm a fake!"

"The Wizard" seems to be this big scary head but Toto then reveals a man, behind a curtain, operating machinery which controls this "head."  When the man realizes the head has been revealed as a fake, he says, "Pay no attention...." as he doesn't want them to realize the truth and have the aura of the "great and powerful Oz" disrupted.
